#2327 Add doNotPerformUpgrade setting and enhance upgrade warning messages

AL-Go pipeline now supports skipping the upgrade phase with a new doNotPerformUpgrade setting while continuing to publish and test apps. Warning messages about upgrade testing have also been improved.
