# #2378 Retry CI/CD baseline discovery when no eligible run is found

- Pagination resets to page 1 on each retry attempt
- Preserves existing criteria for accepting successful and non-cancelled runs with successful build jobs
- Adds diagnostic logging of attempt counts, page numbers, and URL-encoded filter values
- Includes comprehensive test coverage for success, exhaustion, pagination, and query encoding
- Behaviour changes for users or extensions.
