#10080 Bug 646141: Forward-port Subcontracting Dispatch List action from 28.x to main
Forward-ports the app-owned Subcontractor Dispatch List action to the Subcontracting Work Center Card extension and removes the obsolete modify of the Base Application action, resolving AppSourceCop AS0031. The retained legacy Base Application action is now captioned Subcontractor - Dispatch List (Obsolete).
