#10098 Reenable Expense Agent VAT tests

Expense Agent VAT posting tests are re-enabled by removing them from the disabled tests list. The PR also makes a small change to the IT version of the Gen. Jnl.-Post Line codeunit and a one-line change to the VAT test codeunit.
