#10149 Improve the Index Mgmt page discoverability
The index management page can now be opened directly from Tell Me or direct access, and it then shows a table selection dialog. Table Information gets a button to open it instead of the previous hyperlink, and empty datetimes show a dash instead of the minimum value.
