Expense Agent now includes comprehensive expense locations for all country/regions with corresponding expense rule headers and conditions to support more detailed per-diem and rule configuration.

- New codeunit 7124 Create Expense Locations adds locations for essentially all countries and regions
- New codeunits 7126 and 7128 create the matching expense rule conditions and rule headers
- Expense category creation code was reworked
