#10293 [Master] - Bug 641309: [Sustainability][Value Chain] Item Reclassification (location move) uses average emissions instead of Specific carbon tracking (lot/serial)
Item reclassifications now track specific carbon emissions (by lot/serial) instead of using average emissions, and Carbon Tracking Method validation is enforced in all contexts including non-UI operations.

What changed
- Carbon Tracking Method validation now blocks as an error instead of just warning when item lacks serial/lot tracking
- Validation fires in both UI and non-UI contexts, removing GuiAllowed() guard
- Sales after location transfers now resolve CO2e from transfer-out counterparts when no sustainability value entry exists for the transfer-in
- Reclassification transfers properly maintain lot/serial-specific carbon tracking through subsequent sales
- Behaviour changes for users or extensions.
