#10331 [Master]-Missing VAT Identifier in Peppol XML for Zero-Value Invoice

PEPPOL XML export now includes the VAT identifier for zero-value invoices, where it was previously missing. The fix is in the PEPPOL30 Impl. codeunit, and BIS billing tests were added.
