- Anthropic registration, approval checks, capability requirements and active privacy notice UI removed from Expense Agent
- Page 7078 Anthropic Privacy Notice kept unchanged, marked pending obsolete and wrapped in #if not CLEAN29
- Per-database upgrade attempts to delete the legacy privacy notice and its approval records without blocking the upgrade
- Legacy notice ID kept only as migration data so existing records can be deleted
- Behaviour changes for users or extensions.
