#10369 Bug 640428: Fix Production BOM Comment Line TableRelation filters

Table relations in the Production BOM Comment Line table are corrected to properly filter by version. The Version Code field now shows all versions of a production BOM, and the BOM Line No. field correctly filters by both production BOM number and version code.

  • Version Code field relation fixed: removed self-referential constraint, now shows all versions for the production BOM
  • BOM Line No. field relation fixed: added missing version code filter to prevent selecting lines from different versions
  • Library function CreateProductionBOMCommentLine reordered to validate version code before BOM line number
  • Tests added to verify version lookup displays all versions and that invalid line numbers from other versions are rejected
  • Addresses root cause that production BOM lines are partitioned by version but relations did not account for this
  • Behaviour changes for users or extensions.
