#10381 [Main] Inconsistent Non-Deductible VAT calculations on Purchase & Sales Invoices containing lines with Full VAT calculation type

Fixes inconsistent Non-Deductible VAT calculations on purchase and sales invoices that contain lines with the Full VAT calculation type. Small additions are made to the Purchase Line and VAT Amount Line tables across the W1 and localized base apps, with new tests.
