#10423 Bug 620761: Move subconracting tests from base app to subcontracting app
Subcontracting-specific SCM and manufacturing tests moved from the base app to the subcontracting app for better maintainability, and production-order requisition line descriptions are restored after vendor validation using routing line data or work center names.
