#10545 [Master] - Bug 647253: [WHT] Inconsistency with the Payments

Fixes bug 647253 about withholding tax inconsistency with payments by changing the Withholding Tax Mgmt. codeunit. A test checks that posting a payment without a Purchases journal template fails with the expected missing template error.
