#10559 Ruleset hardening: promote AL0659 and AL0685 to Error

What changed

Removing the AL0659 and AL0685 overrides from base.ruleset.json leaves 92 overrides, down from 94
Pragma pairs suppress 12 AL0659 sites (enum names longer than 30 characters) and 41 AL0685 sites (FlowField target longer than source)
Renaming enums or resizing fields would be breaking, so the violations are accepted in place
The ES enums SII Doc. Upload State Document Source and Type share the same first 30 characters, a real collision tracked as a follow-up
AL0685 sites carry a real truncation risk that is accepted rather than fixed
