#10609 [Master]-Inconsistent Validation of Non-Deductible VAT % for Purchase Lines Sharing the Same VAT Identifier- #10607

Fixes inconsistent validation of Non-Deductible VAT % on purchase lines that share the same VAT identifier. Two lines were removed from the Non-Ded. VAT Impl. codeunit, and tests were updated and added across the W1, AU, CZ, IT and RU layers.
