#10826 [Master] - Bug 648138: [master][NAV] Track failed BCApps validation
Expense Agent demo data no longer posts expense reports. A temporary SkipPostingExpenseReport() function always returns true, because untranslated Expense GL Account Names made Expense Report-Post fail. Reports are still created, and the skip is meant to be removed once translations exist.

What changed
- Posting in both historical demo data codeunits (8217 and 8232) is guarded by SkipPostingExpenseReport(), which currently returns true
- Expense reports are still created; only posting is skipped
- Cause: Expense GL Account Names labels are not translated, so the G/L account lookup fails
- Demo data has no posted expense reports until the skip is removed
- Expense Rule Validation and demo G/L account creation code were also changed
- Behaviour changes for users or extensions.
