#10869 [29.x]-[WHT] Inconsistency with the Payments

Backport to 29.x of a fix for withholding tax inconsistency with payments, changing the Withholding Tax Mgmt. codeunit. A test checks that posting a payment without a Purchases journal template fails with the expected missing template error.
