#10880 [29.X]-Inconsistent Validation of Non-Deductible VAT % for Purchase Lines Sharing the Same VAT Identifier

Non-deductible VAT % validation in the Non-Ded. VAT Impl. codeunit is now applied the same way to every purchase line that shares a VAT identifier. Two lines were removed from the implementation, and tests were updated in several country layers.
