#10884 [Bug Fix] Fix recurring journal background posting for IRS 1099 invoice lines (US)
Background posting of recurring journals no longer fails with a 'scheduled for posting' error on IRS 1099 invoice lines. The IRS 1099 subscriber now only derives the IRS fields onto the journal line and leaves saving it to the caller.

What changed
- The subscriber used Modify(true), which fired OnModify again and failed on lines already scheduled for posting
- The self-save in the IRS 1099 subscriber was removed; IRS fields are still derived onto the line
- The OnModify guard is unchanged and still protects user edits of scheduled lines
- Three tests added covering scheduled invoice lines, blank document type lines and the unchanged guard
- No schema, permission or upgrade impact
- Behaviour changes for users or extensions.
