#10960 [main] bug 648733 - Add integration event for updating original document VAT date in General Ledger Setup CZL

An integration event was added to the UpdateOriginalDocumentVATDateCZL procedure in General Ledger Setup CZL to allow extensions to customize the behavior when the original document VAT date is updated.
