#10990 Add-Expense-VAT-settings-to-Contoso-demo-tool

The Expense Agent Contoso demo data now includes expense VAT settings. G/L account demo data was added and registered in the Expense Agent Contoso module and country data, and the Create Expense VAT Rates codeunit was substantially reworked.
