#11184 [29.x][All-e][FTE][SaaS] Cannot Rename User Due to Financial Report Audit Log Permissions
User Management now updates Financial Report Audit Log entries when a user is renamed, and the required permissions have been added to allow the renaming operation to succeed.

- Financial Report Audit Log table is now included in the user-renaming logic
- Required modify and rename permissions were granted for the Financial Report Audit Log
- Audit log entries are updated to reflect the new user name when a user is renamed
- Both RU and W1 layers were updated with the fix
