#11207 [Master]-Bug 648672: [Expense Agent][Translation] Agent name is not localized across setup wizard, avatar, and Agent Card

The Expense Agent name is now localized across the setup wizard, avatar, and Agent Card by removing the locked caption restriction in the Agent Metadata Provider.
