#11259 Postcode Configuration Page: display the stored provider selection on open
The Postcode Configuration Page now displays the currently stored provider selection when opened, preventing the configured value from being cleared when closing the page with OK.

What changed
- Page 9143 loads the stored service key into the display variable on open
- Previously configured provider selection is preserved when the user closes the page with OK
- Test added to verify the page shows the configured provider and preserves it
- Legacy pages 10501 and 10503 left unchanged as they are obsolete
- Resolves issue where configured provider appeared empty on page open
- Behaviour changes for users or extensions.
