#11292 Bug 648535: Reprice subcontracting lines after scheduling

What changed
- When no price matches, carry-out uses the standard subcontracting worksheet cost formula instead of the raw routing rate
- Manually entered worksheet Direct Unit Cost is kept instead of being repriced
- Financial repricing is skipped for non-open purchase orders, avoiding line-discount status errors on date edits
- Planned-date repricing is keyed on the resulting Order Date so lead-time-only changes are repriced
- Adds regression tests for these pricing and date-edit cases
- Behaviour changes for users or extensions.
