#11367 [29.X][Repair Item][SaaS][Drop shipment reversal] Undo Shipment fails with blank Bin Code at bin-mandatory location

Fixed an issue where undoing a shipment would fail when a bin code was blank at locations requiring bins during drop shipment reversals.
