# #11664 Add OnBefore event for approval insertion checks

## What changed

- New OnBeforePreventInsertRecIfOpenApprovalEntryExist event added
- Subscribers can set IsHandled to bypass approval checks
- Existing approval logic unchanged when event is not handled
- Enables extensions to skip checks when approvals are not used
- No schema, permission, or upgrade changes required
