#11736 [29.x][VIES Integration] Per-environment daily request rate-limit
A per-environment daily request rate-limit was added to VAT Registration Number lookups against the EU VIES service to prevent single tenants from flooding the shared outbound IP and causing service unavailability for co-located tenants in Business Central online.

What changed
- New quota enforces a limit of 2000 VIES lookups per day per environment
- Counter resets when the UTC day changes; once the cap is reached further lookups fail with an error for the rest of the day
- The call that hits the limit emits a security-audit entry and telemetry; blocked lookups are not counted
- Online (SaaS) only; on-premises behavior is unchanged
- Check runs in codeunit 248 OnRun before the SOAP call, covering interactive, background, API and field validation paths, with the counter in new internal table 243
- Behaviour changes for users or extensions.
