#11798 [main] Bug 650733 External Doc No. now mandatory on Service Invoice

Fixes a bug where posting a service invoice wrongly required an External Document No. The check in Serv-Posting Journals Mgt. is adjusted in the W1, NA and ES layers, and the service invoice posting tests are extended.
