#11899 [Shopify] Tax matching fixes for country, Canadian HST, and zero-rate lines
The Shopify Tax Matching Agent now runs only for US and Canadian orders. It scopes Canadian HST/TVH jurisdictions by province, matches zero-rate tax lines, and holds orders as Tax Match Incomplete when a tax line is left without a jurisdiction. The matching prompt rules were also made consistent.

What changed
- Tax matching now runs only for US and Canadian orders
- Generic HST/TVH jurisdictions are scoped by ship-to province (e.g. ONHST, NSHST), while GST stays shared
- Zero-rate lines are matched, and a 0% Tax Detail Rate shows as 0.00 on the review page
- Orders with unmatched tax lines after a match is applied are held as Tax Match Incomplete
- Prompt keyword rules were extended (RST, QST, French names), and new jurisdictions keep the full Shopify tax title
- Behaviour changes for users or extensions.
