## What changed

- The setup wizard enables HTTP client requests for the Expense Agent extension when it opens
- The setting change runs as a try function, so setup stays available if the platform setting cannot be changed
- The allowance is applied before the canary allowlist probe, the wizard's first Expense Agent service request
- The allowance persists, so later registration, processing, notification and deactivation requests use it
- Behaviour changes for users or extensions.
