## What changed

- Fixed a prerequisite check that incorrectly counted fully received WIP purchase orders as open
- Allows users to disable Legacy Subcontracting when WIP purchase orders are fully received
- Added regression test to verify the fix and prevent recurrence
- Verified the fix works correctly and does not break existing validation
- Behaviour changes for users or extensions.
