Data Query Tools for MCP are now marked billable with a pricing acknowledgement requirement before activation. When imported, users are prompted to confirm pricing; headless imports default to disabled.

What changed
- Data Query Tools are now billable and need a pricing acknowledgement before activation
- A reusable MCP billing confirmation page is added for billable server features
- A JSON import that requests Data Query Tools shows the prompt in GUI sessions; answering No, or importing headless, leaves it disabled
- Upgrade resets existing Data Query Tools opt-ins, and the MCP capability is changed to Microsoft billed
- A learn-more link to the pricing and terms is added
- Behaviour changes for users or extensions.
