- Removed 51 Expense API test exclusions; kept 9 non-API Expense exclusions
- Enabled the existing enableCleanTestCodeunitExecution setting using existing DisabledTests selectors
- Added 193 temporary method-specific exclusions to the existing APIV1 and APIV2 manifests, to be removed in a follow-up PR
- Consolidated test fixes for policy URL composition, response isolation, assigned-user filtering and denied-approval handling
