- Fields 35-38 and 40-43 in ManufacturingSetup table receive CLEANSCHEMA30 preprocessor guards
- Addresses regression from PR #12066 that removed CLEAN27 scaffolding without updating guards
- Resolves 16 ObsoleteTag preprocessor rule violations in W1 and IT layers
- Uses grouped-wrap style consistent with existing patterns in the same file
- Minimal fix paired with follow-up PR #12379 to enable CI checks
