#8947 [Permissions] Add Where-Used and Permissions Overview navigation actions
Navigation actions have been added to Permission Sets, Permission Set cards, Table Information, and Page Inspection pages to open the Permissions Overview page with optional filters for viewing related permissions.

- New System Application Permissions Overview codeunit raises integration events for cross-app navigation
- Permission Sets list gains Where-Used and Permissions Overview actions; Permission Set card gains Where-Used
- Table Information gets a View Table Permissions action and Page Inspection gets a drilldown link to table permissions
- Permissions Overview page gains setters for initial role ID and object filters, applied when it opens
- New BaseApp handler codeunit subscribes to the events and opens the page, since System Application cannot reference it
- Behaviour changes for users or extensions.
