#9038 [master][Bug]: Page 615 "IC Inbox Transactions".RunInboxTransactions

RunInboxTransactions on page 615 "IC Inbox Transactions" now checks IsBasicOnlyEnabled instead of IsFoundationEnabled. The request page therefore opens for users whose experience is more than Basic. Tests were updated to handle the request page by clicking OK.
