## What changed

- Action visibility controlled by Tenant Feedback Settings.GetUserInitiatedFeedbackEnabled()
- OnOpenPage gates the action's Visible property based on feedback setting
- Defensive guard added to ProvideFeedback() method
- Fixes user experience where button appeared but did nothing when feedback disabled
- Low risk UI-only change with no schema or permission impacts
- Behaviour changes for users or extensions.
