#9275 [ALAppExtensions #30250] Matrix Management: reorder OnFormatRoundingFactor Signature

Matrix Management (codeunit 9200) reorders an event's parameters so AmountDecimal comes first, matching related events. The description names OnAfterSetAmountDecimal; the title names OnFormatRoundingFactor. Existing subscribers must update their parameter order.
