#9405 [FI] Delocalize FI Currency Exchange Rate import into FI Core
Finnish currency exchange rate import functionality moved from the base application layer to the FI Core extension, with the original code retained as obsolete for backward compatibility.

What changed
- New codeunit 13415 in FI Core holds the fixed-format import logic and keeps the OnBeforeFileImport event
- Page extension 13414 in FI Core adds a visible Import Exchange Rates action to the Currencies page
- BaseApp codeunit 32000001 is kept under CLEAN29 and marked Pending obsolete for version 29.0
- The original BaseApp page action stays, but it is now hidden and marked Pending
- Existing BaseApp test 144001 is kept, and FI Core gets a new test codeunit for the import
