#9453 [Bug 642248] Header/Footer Theme Assignment: persist selected layout (missing Rec.Modify)

A data-persistence bug on the Header/Footer Theme Assignment page is fixed by adding a missing Rec.Modify() call, ensuring selected header and theme parts are saved to the database. A minor caption casing fix is also applied to the Report Layouts page.
