#9463 [Extensibility Request] issue 30336: add OnValidateNoOnBeforeModifyCapNeedEntries event in Prod. Order Routing Line

Production Order Routing Line table adds an integration event OnValidateNoOnBeforeModifyCapNeedEntries that fires after work/machine center transfer logic but before capacity needs are updated, giving extensions access to both current and previous record state.
