#9466 [Extensibility Request] issue 30351: extend OnCheckExpirationDateOnBeforeAssignExpirationDate event

The OnCheckExpirationDateOnBeforeAssignExpirationDate event gains three new parameters (GlobalItemTrackingCode, ItemJnlLine2, SignFactor) to allow subscribers to access the data needed for expiration date assignment logic.
