#9467 [Extensibility Request] issue 30346: make InsertPostValueEntryToGL public in Item Jnl.-Post Line

The InsertPostValueEntryToGL procedure in codeunit 22 Item Jnl.-Post Line is now public, allowing extensions to reuse the standard General Ledger posting logic for inventory variances.
