#9541 [SOA] Bound outbound reply retries
Outbound replies in the Sales Order Agent now limit retry attempts to five per message, provide a manual retry action, and isolate failures to prevent blocking other messages.

What changed
- Failed outbound reply attempts are capped at five per message
- Replies that have used up their attempts are suppressed without recurring telemetry
- New Retry sending action on the SOA Email Message page resets the attempt count
- A failure in one reply no longer stops the remaining messages from being processed
- New SOA Reply Attempt table and new reply codeunits track attempts and send replies
- Behaviour changes for users or extensions.
