#9582 636017 Move Inventory report action tooltips to report objects

Report action tooltips for 11 inventory reports are moved from page actions to the report objects themselves, removing duplicate tooltip definitions across pages and role centers in the W1 and country layers.

  • 11 inventory reports now define their tooltip on the report object instead of on page actions
  • In W1, 21 duplicate action tooltips were removed across 7 pages and role centers
  • In 18 country layers, the matching page forks were cleaned as well
  • Page actions inherit the report tooltip through the 2025 release wave 1 UI descriptor feature
  • The Inventory area tooltip migration is now complete; the change is metadata only
