#9583 636017 Move Sales report action tooltips to report objects

Sales report action tooltips are moved from page actions to the report objects themselves, eliminating duplicates across role centers and pages where these reports are invoked.

  • ToolTips for 5 Sales reports now live on the report objects instead of the page actions that run them
  • Duplicate action tooltips removed from 9 W1 pages and role centers, including CRM and Finance role centers
  • Country layers updated: 3 report fork additions and 52 page fork removals across 18 layers
  • Page actions inherit the report tooltip via the 2025 release wave 1 UI descriptor defaulting feature
  • Metadata-only change that completes the Sales area
