## What changed

- IRS 1099 fields were being inconsistently stamped on vendor ledger entries for non-1099 vendors depending on the posting method
- The fix ensures IRS data is only copied to vendor ledger entries when the vendor actually has a 1099 Form Box No.
- Tests were added to verify that vendors without a Form Box No. get empty IRS fields from General Journal posting
- This prevents non-1099 vendors from having incorrect and non-editable IRS reporting fields on their ledger entries
- Behaviour changes for users or extensions.
