#9635 Obsolete MLLM Payables Agent rollout scaffold
MLLM processing is now the permanent behavior for the Payables Agent feature. The rollout scaffold including the MLLM toggle, setup page, and related integration events are obsoleted, and the feature configuration experiment gate is removed.

- Removed the EDocMLLMExtraction feature configuration experiment gate; PreferredStructureDataImplementation now returns MLLM directly
- Obsoleted the UseMLLMWhenEnabledInSetup subscriber and OnAfterSetIStructureReceivedEDocumentForPdf integration event
- Updated tests to assert MLLM is the preferred implementation instead of testing experiment-based switching
- Changes guarded by CLEAN29/CLEANSCHEMA29 for backward compatibility during cleanup
- Behaviour changes for users or extensions.
