#9650 [Master] -Revert Changes- 'Greater Than' Withholding Tax Calculation Rule is not applied correctly in Withholding Tax Posting Setup.
Reverts the earlier change from PR 9515 to how the 'Greater Than' withholding tax calculation rule is applied. The journal subscriber, withholding tax management and purchase subscriber codeunits return to their previous logic, and the tests added by that PR are removed.
